A bold vision for a renewed alliance between the United States and Europe was presented by US Secretary of State Marco Rubio at the Munich Security Conference. In a speech that tugged at heartstrings and sparked controversy, Rubio painted a picture of a partnership that, while emotionally appealing, came with a set of stringent conditions.
Rubio described the US as "a child of Europe," emphasizing the deep-rooted connection between the two continents. He expressed a desire to build a new world order, one that would ideally be constructed alongside Europe, but made it clear that the US was prepared to go it alone if necessary. This sentiment was met with a mix of relief and skepticism by the delegates in attendance.
"The US is profoundly concerned about Europe's fate, and we know our destinies are intertwined," Rubio stated, acknowledging the urgency and directness of his message. However, many pointed out that Rubio's offer was not one of equal partnership, but rather an alliance on Donald Trump's terms.
In contrast to the harsh tone set by US Vice President JD Vance at the previous year's conference, Rubio extended a hand of friendship. Yet, he made it clear that the US under Trump's leadership was not shifting its fundamental approach. Rubio emphasized that the US did not desire a weak or guilt-ridden Europe, but rather sought to revitalize an old friendship and restore the glory of the greatest civilization in human history.
"What we want is a reinvigorated alliance that recognizes the deeper issues plaguing our societies - a malaise of hopelessness and complacency," Rubio said, adding that these problems went beyond bad policies.
Rubio attempted to align Europe with Trump's ideology, stating that both regions had made similar mistakes, such as bowing to a "climate cult," expanding welfare states, embracing globalization, and envisioning a world without borders. He argued that gaining control of national borders was an act of sovereignty, not xenophobia, and that failing to do so posed a threat to the very survival of Western civilization.
On the topic of global institutions, Rubio suggested that reforming and rebuilding bodies like the UN was necessary, claiming that it was Trump, not the UN, who was actively solving crises in Gaza and Ukraine. He expressed frustration with those who hide behind international law while threatening global stability.
"This is the path President Trump and the US have chosen, and it is the path we invite Europe to join," Rubio declared. He blamed the transformation of Western economies, which he described as "foolish and voluntary," for leaving the region vulnerable to crises like mass migration, which he argued was destabilizing societies across the West.
While Rubio praised Europe's history, his speech also raised doubts about Europe's ability to join the US in rebuilding the world order. He spoke little about Ukraine, citing scheduling issues for missing a meeting with European leaders on Friday night, but expressed belief that the sides had narrowed their differences, with the remaining issues being the most challenging.
